Bishop William D. Paul, PhD has presided over the Church On The Road, Inc. (Ministry of Economic Development) since 1984. He served as Executive Director for the Board of Bishops with the Church Of God In Christ under Chairman, Bishop Sherman and commission by Presiding Bishop, James O. Patterson Sr., in 1986 to teach Churches Ministries of Economic Development found in the Church manual under social welfare page 127. Dr. Paul attended Boise state and transferred to University of Minnesota in which, he holds degrees in Speech Communication, Public Health, Military Science, and Faith-based Management. He became a licensed Bishop under Church On The Road in 1984, Church of the Living God in Christ in 2002 and in 2016 with the Global Evangelistic Bible College as Dean of Faith Based Management.
He is also a United States Air force Vietnam veteran and honorary Lt Colonel Aide to the camp of the governor. Bishop Paul is a recipient of the Governor of Minnesota Humanitarian Award, St. Paul and Minneapolis Mayor’s Citizenship Awards, and keys to the city in Oxford, AL. Dr. Paul is formerly of the Governor’s Office of Planning & Budgeting, Department of Industry & Trade, Manger of Atlanta / Fulton County Office of Economic Development, all of Georgia, and Minnesota’s Office of Economic Security. Bishop has served as President/CEO of: Children & Adults Arthritis, and Osteoporosis Center; PDI Clinical Trial & Research Center; and PDI Faith Based Initiative Veterans Re.P.A.I.R., Inc.

The word "church" comes from the Greek word " ecclesia", which translated means assembly. Matthew 18:20 ~ For where two or three are gathered together in my name,
there am I in the midst of them.
Bishop William Paul, PhD first stop for The Church on the Road in 1986 in Memphis, Tennessee at Mason Temple Church of God in Christ where Dr. Martin Luther King, Jr. gave his last speech on economics. It is here, that he gave his first speech on the Ministry of Economic Development (MED). Since its inception in 1986, Dr. Paul has conducted more than 10,000 seminars and workshops in over 40 states. He created more than 2,000 MED chapters and more than 4 million members nationwide to deal with the body of Christ, kingdom building, economic self-sufficiency and church restoration.
In 1981, while in the governor’s office for the state of Georgia, I met a lady by the name of Sherri Dorris who was a director with the Department of Human Resources in the public Health section. She told me about Pastor Jonathon Greer of Cathedral Church of God in Christ on Avon Avenue who was applying for a grant to decrease teenage pregnancy. I met with him and told him of my encounters with the homeless people and my desire to decrease homelessness. We discussed the need for the church to meet the needs of those who are less fortunate. He then gave me an illustration of how the church is not meeting the needs of God’s people. He asked me, “How can I bring the homeless to Christ when they need food, clothing, and shelter?” James 2:14-17. “ 17v. Even so faith, if it hath not works, is dead, being alone.” We must provide their basic needs. From there, we could bring them to Christ. He told me that my help was needed in the Church and asked for my assistance. I volunteered my services and taught many of his people how to establish several outreach ministries. I then was asked to assist Hensley Tabernacle Church of God in Christ. I continued at Saint Lukes Episcopal Church where I became the first executive director of Economic Development.
After speaking with a homeless man at Mary Mack’s Restaurant on Ponce de Leon in Atlanta in 1984, the HOLY SPIRIT spoke to Dr. William Paul. This compelled him to resign his position with Fulton County Office of Economic Development. He was led to spread the ‘Gospel of Self-Help’ throughout this country. The Holy Spirit led him to perform God’s teachings under Church on the Road, The Ministry of Economic Development.
Between 1988-89, in Washington, D.C., Bishop Paul introduced the MED to Housing and Urban Development (HUD). After Dr. Paul met with HUD and introduced this concept, HUD adopted a similar program and called it Faith Based initiative. Dr. Paul assisted more than 12,000 faith-based and community-based organizations to obtain their 501(c) 3 tax-exempt status. In doing so, he created more than one million dollars in IRS Users fees that went back to tax-payers and various states. Ministries consist of organizations from various religious affiliations such as: Christians, Buddhist, Muslims, Jewish, Hebrew Israelites, non-denominational and many others that are preaching and teaching the gospel of self-help, both spiritual and natural, to millions throughout America.
